Canadian Evaluation Society
The link to the section 'Resources' of the Canadian Evaluation Association; it includes (among other sub-sections of interest) a large library of Grey Literature, id est unpublished documents of interest for evaluators, organised and searchable by topic and author. Their whole website is bilingual EN/FR.
Catherine Callow-Heusser (a private evaluator)
This is a (unfortunaly outdated) huge compilation of weblinks to literature on evaluation, edited by Catherine Callow-Heusser with contributions from members of Evaltalk. It is very-much US-centric, and several links do not work anymore. It is anyhow still plenty of very interesting links.
DAC Network on Development Evaluation
The Network on Development Evaluation is a subsidiary body of the Development Assistance Committee (DAC), sponsored by OECD. Its purpose is to increase the effectiveness of international development programmes by supporting robust, informed and independent evaluation. The Network brings together evaluation managers and specialists from OECD development cooperation agencies and multilateral development institutions. This is their main website.
DAC Evaluation Resource Centre (DEReC)
This is the on-line resource centre managed by the DAC Network on Development Evaluation. It contains development evaluation reports and guidelines published by the Network and its 30 bilateral and multilateral members.
European Commission, DG Budget
This is the Evaluation website of the DG Budget of the EC. It is plenty of information, full texts and Executive Summaries of evaluations that have been commissioned by different DGs of the EC. Moreover, it contains the evaluation guides prepared for EU services.
European Commission, DG Regional Policy
This is the EC website on Evaluating Socio Economic Development, commissioned by the EC to external Consultants. A guide (known as “The Guide”), source books and a glossary are available for free download. Although the quality of the documents is outstanding, the download process is somehow burdensome.
European Commission, EuropeAid
This is the website Evaluation of the Directorates-General Development, External Relations and EuropeAid of the European Commission. The website contains some useful information and documents, but it is so poorly structured that it is difficult to find your way through. This section of their website is in EN, only.
European Commission, Echo
The PCM (Project Cycle Management) manual used for several years within the frame of EuropeAid-led evaluation is now in use only by Echo (Humanitarian aid). Here you can find the link to the last available version.
Gene Shackman, an Applied Sociologist (Evalwebs)
This site, 'Resources for Methods in Evaluation and Social Research' known also as Evalwebs, is maybe 'THE' reference for open source materials on evaluation. If you need to start your search from somewhere and are a bit unsure, start from here, and then go to other specialised websites to integrate what you miss. The majority of links are to US resources, even if in the last years Gene made a lot of efforts in enlarging his focus to worldwide resources.

Their library contains documents and links to evaluation publications commissioned by IDRC-CRDI, and a large number of external resources.

This is the website of the Operations Evaluation Department at the World Bank Group. It contains a huge library, which includes reports of evaluations, theory of evaluation, and guidelines.
United Nations Evaluation Group (UNEG)
This is the website of the United Nations Evaluation Group (UNEG), a professional network that brings together the units responsible for evaluation in the UN system including the specialized agencies, funds, programmes and affiliated organisations. UNEG currently has 43 such members.
